A pale voice is a person the Blight has finished emptying — the self scoured out and replaced with a fragment of the Pale Chorus, which speaks only in the plural. It drifts toward the living not to kill them, but to welcome them into the “we.”

Traits
Chorus-Linked. The pale voice shares what it senses with every other creature of the Pale Chorus within 1 mile. Reducing one voice to 0 Hit Points does not silence the rest.
Actions
Multiattack. The pale voice makes two Withering Touch attacks.
Withering Touch. Melee Attack Roll: +3, reach 5 ft. Hit: 6 (2d4 + 1) Necrotic damage.
Whispered Communion (Recharge 5–6). Wisdom Saving Throw: DC 12, each creature in a 10-foot Emanation. Failure: The target has the Charmed condition until the end of its next turn, and a target bonded to a symbiote must make a Communion saving throw (see Chapter 5). Success: The target is immune to this voice's Whispered Communion for 24 hours.
