Waterbailiff of this city, in office since 1631, six customs men under him, and holder of this house's bond of five hundred marks. Three lots in this sale are offered under his licence, seized goods requiring it, and the licences are lodged with the sale. He attends on the second day, as the office has always done, and stands at the back. The ward-stone at lot 55 is offered with a note of his hand which this house has printed in full at that number and does not paraphrase here.

Traits
Authority of the Port. Within Velhagen, his statement of a question of title is the law until an office overturns it, whether or not it is true. Creatures that live by the port's licences have disadvantage on Charisma checks made to deceive or intimidate him.
Six Men. He is accompanied by six customs men (use guards). While three or more are within 30 feet of him, he cannot be surprised and has advantage on saving throws against being restrained or grappled.
Actions
Multiattack. He makes two longsword attacks.
Longsword. Melee Attack: +6 to hit, reach 5 ft. Hit: 7 (1d8 + 3) slashing damage.
Seizure. He declares an object within sight seized for the port and chalks it. Until the seizure is lifted at the shed, any creature that carries the object more than 30 feet from where it stands is known to him, exactly, wherever it goes in the city, and every officer of the port is entitled to take it back by force. Lifting a seizure costs a hearing, a fee, and a paper.
Reactions
Stamp Withheld. When a creature within 60 feet tries to move a seized or unlicensed lot out of the hall, he withholds the stamp: the creature's movement ends and it cannot pass a door of the building until the end of its next turn.
