Clerk of the Court of Wards, eleven years at that desk, and the officer who admits the certificates, seals the house of a deceased person, and enters the claims. Three lots in this sale are papers of his court: the sheaf of certificates at lot 79, the schedule of fixtures at lot 82, and the testament with its codicil at lot 86, all three released to this sale under the order of the commissioners. He writes what is brought to him and dates what he writes on the day he writes it.

Traits
Writes What Is Dictated. Teel enters in the court's record whatever a person entitled to depose says to him, in that person's words, and swears to nothing but the entering of it. He cannot be made to say that a thing he has written is true, and he cannot be persuaded to leave it out.
Not a Fighting Man. If attacked, he leaves, taking the file with him. He has never in eleven years been struck, and the reason is the seal on the file and not the man carrying it.
Actions
Embargo. Teel names one lot and enters it. Until the end of the scene, that lot cannot lawfully be sold, delivered, carried out of the building, or given as security, and every officer and servant of this house will refuse to touch it. The embargo does not stop a thief. It stops everybody else, which in this hall is a great many more people.
Take the Deposition. He writes down what one creature says. Thereafter the statement exists as a paper of the court and can be produced against the speaker, whether the speaker is living, dead, or a fixture that cannot speak at all.
