Bram Toop, Crier of the Rostrum

Crier at the rostrum of this house, six years, and before that crier at the fish market, where a man learns to be heard over water and slate. The manuscript at lot 64 is the working copy of his predecessor at the rostrum and is offered with the desk-board it was pasted into. The ivory hammer at lot 99 is the hammer of this hall and passes to whoever stands at the rostrum, and Toop is the eleventh crier to hold it. He does not bid, and by the custom of this hall he may not.

Traits

Heard Over Rain. His voice carries through rain on lead glass, a working harbour, and a room of a hundred and eighty people. He knows, at any moment of a sale, which creature in the room last moved a hand and which is about to.

Spellcasting. He casts the following spells, using Charisma as the spellcasting ability (spell save DC 13). At will: The Crier's Voice.

Actions

Call the Lot. He names a lot and opens it. Every creature in the room that can hear him must succeed on a DC 13 Wisdom saving throw or give the lot its whole attention until the candle reaches the notch, taking no other action that is not a bid.

Hammer Down. He ends the matter in hand, whether or not the parties to it have finished. Any social scene in the room concludes at once with the position as it stands at the fall of the hammer, and that position is what the house writes down. A creature that was one word from getting what it wanted does not get it.
